You have no idea how scarily accurate that phrase is until you've done contracted government work... Sure, it would make the job tons harder, but I have problems swallowing the margin allowed on things like no-passing zones. (OK, so it's really not that bad, but it surprised me on the first job I worked crew on -- a State NP study.)
